Does the regular parenting time schedule apply equally to a child with high needs?

The best fit for the children should trump a fight between two overblown egos any day of the week. There is not one standard parenting time schedule for every child, high-needs or not. All schedules are customized for the family, at least the ones negotiated out of court. In court, a judge may indeed slap down one of a few pre-formed schedules, and you’ll be stuck with it.
